Use these scenario prompts to explore how different territorial conditions could shape a circular and regenerative bioeconomy pathway. Each scenario brings together a possible resource base, transformation route, product direction, actors and enabling conditions in a coherent starting narrative.

A scenario is a working hypothesis — not a forecast or project proposal

Scenarios are designed to open discussion, compare options and make assumptions visible. They do not confirm technical feasibility, legal compliance, environmental performance, market demand, financing or stakeholder commitment. Before acting, test the scenario against local evidence and work with the people who would be affected by, deliver or govern the pathway.

Start with the conditions of your own territory, use the scenario to generate questions, and turn those questions into a shared validation plan.

Read the local conditions

Compare the scenario with your resource availability and quality, logistics, facilities, skills, regulation, markets and environmental constraints. Identify the conditions that are already present and those that are uncertain or absent.

Question the pathway

Examine how the resource, technology, product and actors are connected. Ask what evidence supports each connection, which choices are assumptions and what alternative configurations could be more suitable locally.

Turn insight into next steps

Use the scenario as a prompt for co-creation: decide what to investigate, who needs to be involved, which data to collect and which decisions should remain open until local validation is complete.

What a useful scenario should make visible

A responsible scenario record explains its basis, boundaries and questions rather than presenting an apparent answer without context.

Configuration and context

  • The territory or thematic setting, local challenge or opportunity, resource and intended product or application.
  • The proposed pathway logic: relevant processes, enabling infrastructure, actors, collaboration needs and indicative maturity.
  • The assumptions that make the scenario plausible, including known constraints and missing information.

Evidence and next questions

  • Sources, date checked and clear separation between reported evidence, indicative values and illustrative assumptions.
  • Technical, environmental, social, governance, market, regulatory and financial questions requiring local validation.
  • Suggested stakeholders to engage and a practical next action, such as data gathering, a workshop or a feasibility check.
