It supports a structured journey from a local opportunity or challenge to an initial pathway concept: understanding territorial conditions, exploring resources and technologies, connecting relevant actors, considering possible bioproducts and value chains, and framing the business, governance and impact questions that need to be addressed.
The Toolbox does not prescribe a single “best” solution. It brings together reference knowledge, working tools, examples and collaborative formats so that primary producers, SMEs, processors, technology providers, researchers, public authorities, investors, civil-society organisations and Living Lab facilitators can compare options and build a shared understanding of what may be possible.

The Toolbox treats pathway design as a connected territorial process. It brings together material flows, technology choices, market opportunities, stakeholder relationships, governance arrangements and indicators so that technical possibilities can be discussed alongside the conditions for implementation.
